Could you give a step by step guide? My Unattend.xml file doesn't have line skiprearm=1. For me everything without success but above steps works 100%. after checking the registry atGeneralizationStateunderHKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\SysprepStatus i found that the value was 4, changed it to 7 and my problem was solved.

The article also shows the location of the log file Setuperr.log, found at \Windows\system32\sysprep\panther that could have additional information on your exact error.
